The latest Process on Ethereum Constantinople & Petersburg Hard Fork

According to the upgrade process of the Ethereum(ETH) Constantinople& Petersburg released by the developer, the upgrade have been set to block number 7,280,000. The upgrade time is expected to be March 1, 2019(UTC+8), which depends on the actual block height.
